Gasoline Sampling and Survey Agents in Iowa

PMCI has received several calls in the past week inquiring about the validity of persons requesting permission to obtain gasoline samples from member locations. Employees of the RFG Survey Association are tasked by EPA with carrying out a gasoline sampling and survey program as part of a 2011 final rule titled “Regulation To Mitigate the Misfueling of Vehicles and Engines With Gasoline Containing Greater Than Ten Volume Percent Ethanol and Modifications to the Reformulated and Conventional Gasoline Programs.” PMCI members should demand identification from any person requesting permission to obtain a motor fuel sample from their retail location. If the person requesting a fuel sample presents identification indicating that they are doing so on behalf of the RFG Survey Association, you are required to grant them permission to obtain the sample. Sampling is not limited to locations selling E15 or other higher blends of ethanol. Anyone selling any gasoline product to the general public is subject to the scope of EPA’s sampling and testing program.
