PMCI Continues to Receive Reports of Frequent Retail Dispenser Filter Clogging on Diesel Dispensers

 

Over the last few weeks, PMCI has received a handful of calls from members experiencing abnormal fuel filter clogging associated with retail diesel dispensers. This round of calls follows a similar series of issues that occurred during the period from December through March. Multiple fuel samples and fuel filters have been collected and are being analyzed to determine the substance, or substances, that are clogging filters resulting in slow flow at certain retail diesel dispensers. The good news for PMCI members is that the 30-micron filters required to be placed on diesel dispensers are working. No end-user complaints have been received to date and the extra precaution being taken by retailers has helped prevent any end-use issues.

Unlike the filter clogging issues that occurred in December through March where both clear diesel product and blended biodiesel product were experiencing filter clogging, all recent reports of filter clogging have involved blended biodiesel products. As we work toward identifying the reasons why retailers are experiencing these issues, PMCI would like to remind members blending biodiesel that you are prohibited from transferring Renewable Identification Numbers (RIN credits) on biodiesel gallons that do not meet ASTM specification. While Iowa Code requires all biodiesel produced and sold in the state to meet ASTM specification, the Federal Renewable Fuel Standard (RFS) prohibits a fuel blender from transferring RIN credits on blended biodiesel product that does not meet ASTM specification. PMCI encourages its members to read through certificates of analysis provided by biodiesel producers and retain at least two samples from each biodiesel delivery if testing of the product becomes necessary at a future date.

PMCI asks that any member experiencing problems with frequent fuel filter plugging contact the association immediately so that fuel samples can be properly secured by the state for testing. If you are being forced to change fuel filters more frequently than normal, please retain your filters in a secure environment for future sampling. As a reminder, any time a fuel sample is taken from your facility, please retain a second sample.
