CVSA Roadcheck Begins Tuesday, June 5

 

During the period of June 5-7 Iowa petroleum marketers can expect to see an increased presence from Iowa DOT Officers on Iowa’s roadways.  Roadcheck is an annual 3-day event where officers conduct focused roadside compliance inspections on commercial motor vehicle operators.  The annual Roadcheck enforcement initiative is organized by the Commercial Vehicle Safety Alliance (CVSA).  CVSA is a national organization consisting of federal, state, and local law enforcement.

This year’s coordinated enforcement blitz will focus on driver’s hours of service and electronic logbook compliance following the electronic logbook compliance mandate implemented in December of 2017.  However, PMCI members should be prepared for roadside inspections that will cover all driver and vehicle safety requirements mandated by federal and state motor carrier regulations.

The core inspection conducted by regulators during the 3-day CVSA Roadcheck will be the North American Standard Level I inspection.  Level I inspections consist of a 37-step procedure that focuses on driver operating requirements and vehicle mechanical fitness.  Inspectors will ask that drivers provide operating documentation including hours-of-service documentation.  Seat belt usage and driver impairment will also be a focus during Roadcheck 2018.

Motor carriers can anticipate vehicle inspections to check brake systems, cargo securement, coupling devices, driveline/driveshaft components, exhaust systems, frames, fuel systems, lighting devices, steering mechanisms, suspensions, tires, wheels, rims and hubs, and windshield wipers.

During CVSA’s 2017 Roadcheck, Inspectors conducted a total of 62,013 inspections and issued over 15,000 out-of-service orders.  According to CVSA data, 23% of vehicles and 4.2% of drivers were placed out-of-service last year because of an inspection during the 3-day blitz.  For hazardous material carriers, the top 3 vehicle violations were related to loading and cargo securement, shipping papers, and placarding.  For drivers, the top three violations during Roadcheck 2017 included hours-of-service, wrong class of license, and falsification of log books.
