USDA Infrastructure Grant Program Application Now Available

The USDA Higher Blends Infrastructure Incentive Program (HBIIP) application is now available here. USDA’s HBIIP grant program is a competitive grant program with the stated purpose of incentivizing the installation of fuel infrastructure compatible with the sale of high blend biofuels like E15 and B20.  Successful applicants are eligible to receive up to a 50 percent cost share grant with a per application cap of $5 million dollars.  An applicant requesting funding for multiple projects will submit all projects in a single application.

To access the online application system, the USDA requires an applicant to submit a completed Access Request Form to HigherBlendsGrants-access@usda.gov. Applicants will need the following information available to complete the online application access request form:

1. A Dunn and Bradstreet Universal Numbering System (DUNS) Unique Entity Identifier (UEI). A DUNS number can be obtained by phone at 1–866–705–5711 or online at http://fedgov.dnb.com/webform.

2. Register the DUNS/UEI# at https://www.sam.gov/SAM/ Include the CAGE code & expiration date as part of a complete application.

3. Applicants will need to create a USDA E-Authentication Customer Account at  https://www.eauth.usda.gov/home/, Level 2 access is recommended.

4. A Company may request access to HBIIP Online Application System by emailing a written request and a completed HBIIP Access Request to, HigherBlendsGrants-access@usda.gov. Please allow up to two business days for USDA to process your request.
