USDA Guidance on SNAP Stocking Requirements Released
One month before the November 4th implementation date, the United States Department of Agriculture has published guidance addressing changes to the stocking requirements for SNAP retailers. You can view the guidance here.
With the guidance being released by the USDA coming four weeks ahead of the SNAP stocking requirements deadline, industry groups and lawmakers are seeking a delay to the implementation deadline. FUELIowa will update members if discussions centered on a delay are successful.
As a refresher, under USDA’s new SNAP stocking requirement slated to take effect on November 4, 2026, a SNAP retailer must stock at least 7 distinct varieties in each of the 4 staple food categories, including a minimum of 3 stocking units per category. In total, SNAP retailers will be required to stock 84 stocking units across all 4 staple food categories. Additionally, 1 perishable item is required in 3 of 4 staple food categories.
To assist SNAP retailers, USDA has created a SNAP stocking standard calculator as a tool to assist retailers in complying with the new requirements.
