New 30-Day Walkthrough Requirement Effective October 13, 2021

State regulations require all fuel retailers to conduct their first 30-day walkthrough inspection by October 13, 2021. Subsequent walkthrough inspections must be conducted within 30 days following the initial walkthrough. A copy of the state approved form to document 30-day walkthrough inspections is available on the DNR UST Section website here. Copies of 30-day walkthrough inspections should be retained by a fuel retailer for one year. Copies of the results for 30-day walkthroughs are not required to be sent to the Iowa DNR and may be retained on site and made available upon request.

Additionally, the requirement for the periodic testing and inspection of spill buckets, spill containment sumps and under-dispenser containments, overfill prevention devices, and release detection equipment are also due by October 13, 2021. A number of FUELIowa members have expressed difficulty in meeting the deadline for periodic testing and inspection of the listed components. The pending deadline, supply chain disruptions, and a shortage of qualified contractors has dramatically impacted the ability of the regulated community to meet the EPA’s deadline for periodic testing and inspections. FUELIowa members unable to meet the October 13 deadline for testing and inspections are encouraged to maintain documentation of any efforts to secure services from a contractor while working toward a compliance plan.
