E15 Access Standard – January 1, 2023 Update

The E15 Access Standard passed during the 2022 Iowa Legislative Session does not require existing convenience stores or gas stations to offer E15 by January 1, 2023. FUELIowa has received numerous inquiries from members reporting inaccurate information being shared by various industry members. Existing convenience stores and gas stations are required to offer E15 from a single fueling position no later than January 1, 2026 unless the site is eligible for one of the three exemptions provided in the law.

Additionally, E85 compatible equipment is not universally required as part of an installation, conversion, or replacement of a component at an existing convenience store or gas station after January 1, 2023. After January 1, 2023, gasoline storage and dispensing infrastructure installed, replaced, or converted for the storage and dispensing of E15 is required to be E85 compatible. However, if the infrastructure installed, replaced, or converted after January 1, 2023 is not used to store and dispense E15, the infrastructure is not required to meet the E85 compatibility law.

Convenience stores and gas stations built on or after January 1, 2023 must offer E15 from at least 50 percent of their gasoline fueling positions and all fueling positions and associated equipment conveying E15 will be required to be E85 compatible.
