Apply for Essential Registration Information to Avoid Missing USDA's HBIIP Application Deadline!

 

Due to service interruptions and a backlog in processing requests, we encourage FUELIowa members who are considering applying to the USDA’s Higher Blends Infrastructure Incentive Program (HBIIP) to apply for essential registration information now.  The grant application deadline is August 13, 2020.

FUELIowa members applying for HBIIP funding are also eligible to apply for grant assistance through Iowa’s Renewable Fuel Infrastructure Grant Program. The HBIIP registration process is experiencing a backlog and members will experience delays in accessing the application. FUELIowa members should work directly with their petroleum equipment contractor during this time to secure project bids.

All applicants for the HBIIP grant program must have a Dun and Bradstreet Universal Numbering System (DUNS)/Unique Entity number, a Commercial and Government Entity (CAGE) code, and an account with the USDA.  The registration process for each step is free. You must first have a DUNS/UEI number before applying for a CAGE Code and USDA Customer Account.

Below is information and links for each of the three registration steps required in order to submit an application. 

  1. Applying for a DUNS/ UEI Number

If you do not currently have a DUNS/ UEI number, you can apply for it through this link or via a toll-free request line at 1-866-705-5711.  If you already have a DUNS number, you do not need to reapply, but we suggest verifying that the information in the database is current.

You will need to provide the legal business name, business type, business address, the contact information of the owner, the year the business was established, and the number of employees. You may be asked for a SIC Code, which you can find here.

  1. Applying for a SAM CAGE Code

If your business has not received federal funding before, you will need to create a User Account in the federal System for Award Management (SAM). SAM is a free government‐wide registry. Once you are registered in SAM, you will be assigned a CAGE Code. If you have received a CAGE code in the past, you need to verify that your registration in the SAM database is current.

To complete the SAM registration process:

  1. Go to https://www.sam.gov/portal/public/SAM/ and click on “Create User Account,” fill in the required information, including your DUNS number, and submit the form. 

  2. You will receive an email from notification@sam.gov with the subject: ACTION REQUIRED: Activate Your New User Account. It may take two weeks or more to receive the email. Once received, you must click on the link in the email within 48 hours of receiving it, or you will have to go back to Step 1.

  3. After clicking on the link, click on "Register a new entity" and follow the instructions. You will be asked for tax information, bank account numbers (so that your grant money can be deposited), and contact information. The application will take 20‐30 minutes to complete.

  4. After submitting the completed registration, you will get an email with your CAGE code. The average processing time is 3-5 days, but some applicants are experiencing delays of up to two weeks.
