Iowa Department of Revenue Urging Retailers to Complete 2017 Motor Fuel Gallons Report

The Iowa General Assembly has tasked the Iowa Department of Revenue with compiling a motor fuel gallons report annually.  In January of each year, the Department of Revenue sends out a request to each retail motor fuel dealer in the state to file a report on the type and amount of motor fuel gallons sold at each retail motor fuel dealer location in the state.  Reports are generally due back to the Department by January 31.  This year’s request for 2017 motor fuel gallons sold is experiencing an abnormally low response rate and the Department has asked PMCI for assistance.  The Department releases their report to state lawmakers around April 1 of each year.

The Retail Motor Fuel Gallons Report is not a method by which the Department of Revenue collects tax.  While the requirement to file the report with the Department of Revenue is mandatory, there are no penalties associated with a failure to file.  PMCI advocated strongly against any penalties associated with not filing the report.  That position may be put in jeopardy if a large number of reports are not returned to the Department.  The purpose of the report  is to serve as a method of monitoring whether income tax incentives for the sale of biofuels are fulfilling their intended purpose.  With the current state budget being a primary issue at the statehouse, PMCI is working hard to show lawmakers the success that has come from the income tax incentives available on biofuel sales.
