Iowa Alcoholic Beverages Division Conducting Comprehensive Study of Chapter 123

The Iowa Alcoholic Beverages Division (Division) will be conducting a comprehensive study of Iowa’s alcohol laws pertaining to license/permit classifications and action by local authorities and the Division on applications for liquor control licenses and wine and beer permits. Following the study, the working group will prepare and submit a report recommending changes to Iowa’s alcohol laws to the Governor, the Lt. Governor, and the Iowa Legislature.

The primary objectives of the review process are to streamline the licensing process, identify the responsibilities of the applicant, the local authority, and the Division; identify education opportunities, and examine enforcement options. The goal of the review process will be to make it easier for business to interact with government, promote voluntary compliance, and ensure that deterrence and enforcement measures are in place to protect public safety and the integrity of communities throughout the state. PMCI is participating in the review process and we welcome any input that PMCI members have on the Division’s licensing and enforcement process.

Project Goals:

1. Remove outdated/redundant provisions/ clarify statutory language,
2. Streamline the licensing process and reduce red tape,
3. Identify the responsibilities of the applicant, the local authority, and the Division,
4. Identify educational opportunities,
5. Review the appeal process,
6. Review deterrence measures/ enforcement options/ civil penalties and administrative fees.

5. December 28, 2017, 1:00 – 4:00 p.m., State Capitol (Room 103), Des Moines.
