FMCSA CDL Driver Clearinghouse Implementation Begins

The Federal Motor Carrier Safety Administration’s CDL Driver Clearinghouse went live on January 6, 2020 and promptly crashed.  Through our national association, the Petroleum Marketers Association of America, FUELIowa has learned that FMCSA is working diligently to fix the issues with the database. The crash is likely the result of the volume of users trying to register with the database. FUELIowa does not anticipate any enforcement of the Clearinghouse requirements by FMCSA until resolved. We believe that it is safe for members to wait until later this week to register.

The FMCSA CDL Driver Clearinghouse will serve as a national registry for CDL drivers and violations of FMCSA’s drug and alcohol testing regulations.  Over time, employers will be able to search the Clearinghouse database for information on their CDL drivers past drug and alcohol testing history.  All CDL employers are required to register with the Clearinghouse and comply with the Clearinghouse requirements in 49 CFR Part 382 Subpart G.  Currently employed CDL drivers are not required to register with the Clearinghouse until they change employers or are found in violation of the FMCSA substance abuse testing requirements.  All new-hire CDL drivers must register with the Clearinghouse beginning on January 6, 2020.
