E15 Mandate Safe Harbor Deadline

Delayed Until October 31, 2025

The Iowa Department of Agriculture and Land Stewardship has delayed their Safe Harbor deadline for retailers from September 30, 2025, to October 31, 2025. Retailers who are granted Safe Harbor status will receive an extension of the state E15 mandate deadline from January 1, 2026, to September 30, 2026.

Retailers applying for Safe Harbor status will need to provide evidence of one of the following along with a completed Safe Harbor application to receive an extension:

• A purchase order, installation contract or agreement, sales receipt, invoice, or other equivalent proof of order must be submitted along with a Safe Harbor Application Form.
• Retailer has submitted a completed, active Renewable Fuel Infrastructure Grant Program Cost-Share Application to offer E15.
