E15 Access Mandate – Reminders

With the January 1, 2026, E15 Access Mandate deadline one month away, FUELIowa members pursuing a waiver from the mandate have until December 31, 2025, to apply for a waiver and have their waiver application approved by the Iowa Department of Agriculture and Land Stewardship (IDALS). FUELIowa recommends members have all waiver applications submitted by Monday, December 17, to allow adequate time for review. Members who chose not to pursue a waiver must offer E15 from one fueling position by January 1, 2026, or face fines and penalties at the discretion of IDALS.

FUELIowa is aware of several members with planned infrastructure investment projects facing unforeseen delays. Contractor backlogs, equipment delays, and the prohibition USDA HBIIP applicants face in commencing work on their project while USDA continues to sort through the impact of the federal funding freeze on HBIIP projects have many retailers concerned about meeting Iowa’s mandate deadline. Members who have concerns about meeting the deadline are encouraged to contact John Maynes (john@fueliowa.com) to help find a solution.

Last, the next meeting of the Iowa Renewable Fuel Infrastructure Grant Program (RFIP) Board of Directors is scheduled for December 17, 2025. To have an application reviewed at the December 17, 2025, RFIP Board meeting, completed applications are due to the Iowa Department of Agriculture on December 5, 2025.
